CCyB Rates by Jurisdiction

The Countercyclical Capital Buffer (CCyB) Regime will be phased-in alongside the capital conservation buffer between 1st January 2016 and the end of 201 8 and becomes fully effective on 1st January 2019.

It is noted that countries that might experience excessive credit growth over this transitional period will consider accelerating the build-up of the CCyB and capital conservation buffer.

Furthermore, jurisdictions may choose to implement alternative, larger countercyclical buffer requirements than those CCyB rates as set in the relevant jurisdiction.

For example, the Bank of England’s Financial Policy Committee (FPC) is tasked with setting CCyB rates for UK Firms and has set certain CCyB rates for Foreign Exposures  in jurisdictions such as Iceland, Czech Republic and Slovakia.

It should be noted that the Basel Committee on Banking Supervision (BCBS) informs that jurisdictional reciprocity is required only when it comes to internationally active banks in member jurisdictions.

The Countercyclical Capital Buffer is capital a firm will have to set aside in relation to exposure in other jurisdictions.
